This is the Infantry variant, and it has the standard bolt-action damage model: ~80 damage at close range, 100 damage from 60-100m, and sub-100 damage at further ranges. It's definitely a 200% damage server.

The real reason is because it had a firing rate only barely less than the Gewehr M.95, whos only advantage is said firing rate as it has no sweet spot.
